Course Curriculum — 8 Modules
Estimating Foundations
This module establishes the foundation every credible cost estimate rests on. Participants examine estimate purpose — the fundamental difference between a screening estimate used for early investment decisions and a definitive estimate used for tender pricing, and why matching estimate class to decision purpose is the first discipline a professional estimator must master. The module introduces the AACE estimate classification system (Class 5 through Class 1), mapping expected accuracy ranges and methodology to each class as commonly referenced on GCC tender and project appraisal documentation. Participants build scope basis discipline — documenting exactly what is and is not included in an estimate — and basis-of-estimate (BOE) documentation habits that make every assumption traceable and defensible when an estimate is challenged during tender evaluation or project approval.
Quantity Development
Every reliable estimate is built on reliable quantities. This module builds systematic quantity takeoff skills, covering the logic of measuring from drawings, models, and specifications with consistent units and methods that support audit and re-measurement. Participants work through Bill of Quantities (BOQ) structuring common on GCC tender documentation, and align quantity development with Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) so that quantities feed directly into a coherent cost structure rather than a disconnected spreadsheet. The module closes with quantity validation techniques — cross-checking takeoffs against benchmark quantities, drawing revisions, and model-derived quantities from BIM sources, catching the measurement errors that silently distort an entire estimate.
Pricing and Productivity
Accurate pricing turns a quantity into a cost. This module builds pricing competence across the four core resource categories — labor, equipment, materials, and indirects — with attention to productivity rates that reflect real GCC site conditions rather than generic international benchmarks. Participants examine how labour productivity varies by trade, site congestion, and climate conditions common on Saudi, UAE, and Qatari construction sites, and how equipment and material pricing must account for regional supply chain factors, import logistics, and local market pricing indices. The module covers indirect cost structuring — site overheads, supervision, and temporary works — and builds the regional cost factor adjustments needed to localise reference pricing data for GCC-specific tender submissions.
Estimate Methods
Different estimate classes call for different estimating methods, and choosing correctly is a core professional judgment. This module builds practical fluency across the estimating method spectrum — analogous estimating using historical project comparisons for early-stage screening, parametric estimating using cost-driving variables and statistical relationships, and detailed unit-rate estimating that prices individual work items against measured quantities. Participants practise bottom-up estimating, building a project cost from first principles through resource-based pricing at the activity level, and learn to recognise which method suits a given estimate class, data availability, and time constraint — a judgment tested constantly in fast-moving GCC tender environments.
Risk and Contingency
A single-point estimate hides the uncertainty every project actually carries. This module builds range estimating skills — expressing cost as a probable range rather than a false-precision single number, using techniques appropriate to the estimate class and available data. Participants examine recognised contingency methods, including expected value and Monte Carlo-based approaches to quantifying uncertainty systematically rather than applying an arbitrary percentage. The module covers escalation allowance calculation — projecting price movement across a project's duration using market indices relevant to GCC materials and labour markets — and closes with the discipline of separating contingency (known-unknowns within scope) from allowance for change (unknowns outside current scope), a distinction that protects an estimate's credibility under scrutiny.
Estimate Review and Benchmarking
An estimate that has not been independently tested is a liability, not a deliverable. This module builds the review discipline that catches errors before an estimate reaches a client or steering committee. Participants apply sanity check techniques — cost-per-unit ratios, historical comparison, and order-of-magnitude checks that flag figures needing further investigation. The module covers structured peer review processes that bring a second set of eyes to methodology, assumptions, and calculations, and benchmarking against comparable GCC project data to test whether an estimate's overall cost profile is realistic. The module closes with reconciliation technique — explaining and documenting the difference between successive estimate iterations so that cost movement is traceable rather than mysterious.
Tender Estimate Deliverables
A technically sound estimate still needs to be packaged into a deliverable that a client, bid committee, or approval authority can act on with confidence. This module builds the structure of a professional Basis of Estimate (BOE) report — clearly documenting methodology, key assumptions, and the specific exclusions that define the boundary of what the estimate covers. Participants build estimate summary formats appropriate for tender submission and internal approval on GCC projects, distinguishing the level of detail needed for a bid committee from that needed for a client-facing tender document. The module closes with approval workflow discipline — the internal sign-off sequence that gives an estimate institutional authority before it is submitted or relied upon for a commercial decision.
Capstone Estimate
The programme closes with an applied capstone: participants prepare a complete structured estimate and basis-of-estimate report for a realistic sample project, drawing on every skill built across the previous seven modules. Working from a project scope with drawings, specifications, and a defined estimate class, participants develop quantities, apply appropriate pricing and productivity rates, select the correct estimating method, build a risk-adjusted contingency, and assemble a tender-ready BOE report. Facilitator and peer feedback focuses on the defensibility and completeness of the finished estimate package — whether it would withstand review by a bid committee or client cost team on a live GCC tender.
